On September 5, 2023, the 8th "Chinese Charity Day" charity carnival event in Ouhai District was held at the North Square of the Daxiangcheng International Trade Center in Panqiao Street.

Chou Yangjun, President of the Wenzhou Charity Federation, Zeng Ruihua, Secretary of the Ouhai District Committee, Zhang Chunyi, President of the Ouhai District Charity Federation, Pan Xiaolin, Vice Chairman of the Standing Committee of the Ouhai District People's Congress, Liu Hongguang, Vice Chairman of the Ouhai District Political Consultative Conference, and Du Panzuo, Vice District Mayor of Ouhai District, attended the event. Du Panzuo delivered a speech on behalf of the Ouhai District People's Government.
